The DirectX runtime was originally redistributed by computer game developers along with their games, but later it was included in Windows.

Microsoft DirectX 9.0c delivers fast performance for DirectX-enabled games and other rich media software.
This download provides the DirectX 9.0c end-user multi-languaged redistributable that developers can include with their product. The redistributable license agreement covers the terms under which developers may use the Redistributable.
